Vickie Gainer was appointed by the commission on November 15, 2019 as the City Manager for the City of Lynn Haven. Gainer is the first woman and African American to hold this position. Gainer has a diverse background with more than 30 years in communications, marketing, public relations, and strategic planning. Vickie Gainer was named the acting city manager and served in that position for nine months. Gainer was hired in 2017 with the City of Lynn Haven. Her previous positions with the city include grants and contracts manager, deputy city clerk and interim human resources director. She was promoted to position of director of administrative support services in 2018 and over saw marketing and communications, customer service and utility billing and the library department.
Prior to joining the city in 2017, Gainer worked as the Regional Business Development and Marketing Director for Gatehouse Media, Communications Director at Florida State University Panama City, and assistant marketing director for Peoples First to name a few. She acknowledges her training and experience as a Public Policy Moderator through Gulf Coast State College Citizen Leadership Program and her knowledge and relationships in Bay County has helped her fulfill the role of City Manager. Gainer says her goal for the citizens of Lynn Haven is to restore public trust, build better relationships, give residents the best quality of life, continually improve and fix stormwater issues, create strong water and sewer infrastructures, and ensure the citizens of Lynn Haven live in a safe and healthy community.
Gainer received her Bachelor of Science degree from the University of Montevallo in 1981. She earned her Master of Science Degree from The Florida State University in 2004.
Gainer has a strong community relations background, serving on over 15 boards within her career span. Her board work includes, just to name a few, serving twice on the Bay County Chamber of Commerce Board of Directors, the Boys and Girls Club of Bay County as the VP of Marketing Chair, the United Way of Northwest Florida, Communications Chair for the Bay County Chair of Commerce, Communications Chair for United Way, and Early Education and Care Board of Director. In 2006 she was named FSU PC Notable Nole and she was named Woman of Distinction for her community service in 2016 by the Big Bend Girl Scout Council.
Gainer is married to retired educator, Harry Gainer Jr. She has lived in Bay County now for 39 years. She has two children, Kara and Trey and four adorable grandchildren. She is a child of God and believes in servant leadership. She and her husband Harry serve as Sunday School teachers for the adult class at St. John Missionary Baptist Church.
